Barbara was born October 5, 1954 in Philadelphia, Pennsylvania, daughter of Walter E. Mack and the late Ethel Mack (nee - King). She is the beloved wife of the late Robert Carr; mother of Jennifer Stockdale; grandmother of Kiersten Stockdale.
Barbara was born, raised, and educated in the Somerton section of Philadelphia where she was a graduate of George Washington High School in the city. She was employed as a special education classroom assistant for the Philadelphia School District during her working career.
